Employment on a mainland licence in Dubai is governed by the Ministry of Human Resources and Emiratisation (MOHRE), and transactions are typically lodged through Amer centres. If your company sits in a free zone such as JAFZA, DMCC, DAFZA, Dubai Silicon Oasis and DIFC, MOHRE is usually not your authority at all — the free zone runs its own labour regime. Getting this distinction wrong is the most common and most expensive mistake employers make.
