The chain, in order

- Legalisation by the UAE embassy in that country.
- MOFA attestation inside the UAE.

Steps cannot be skipped or reordered. A degree certificate that went straight to MOFA without embassy legalisation will be rejected, and the fix means starting again — often from abroad.
